Register an affiliate account
Available only when the DB-backed affiliate-public runtime flag is enabled for this environment; otherwise the route is hidden with 404. Successful and hidden responses include x-edel-runtime-policy-version. Registers the authenticated account as an affiliate and returns its stable referral code. Repeating the request returns the same registration.
